Limited Learner Permit Information
How to Obtain a Level I Limited Learner’s Permit
Cumberland County Schools – Driver Education
To apply for a North Carolina Level I Limited Learner’s Permit, students must be at least 15 years old and provide the following:
Required Documents
- Certified Birth Certificate (not a photocopy) 
- Original Social Security Card 
- Driver Education Certificate (Form 452) - Issued by your behind-the-wheel instructor after completing: - 30 hours of classroom instruction 
- 6 hours of behind-the-wheel instruction 
 
- This form does not expire 
 
- Driving Eligibility Certificate (DEC) - Shows you’re currently enrolled and passing in school 
- Must be signed by a parent or legal guardian 
- Request from your school; allow up to 24 hours for processing 
- Valid for 30 days once dated 
- Home school students: Call 984-236-0110 to request 
 
Application & Supervising Driver
- The permit application must be signed by: - The student and 
- A supervising driver, who must: - Be a parent, grandparent, guardian, or parent-approved adult 
- Have held a license for at least 5 years 
- Live in North Carolina 
 
 
Testing Requirements
Applicants must pass the following at the DMV:
- Written Test 
- Road Sign Test 
- Vision Test

- $25.50 (payable at the DMV)
